What are the IFRA restrictions and allergen declaration requirements for zhike fruit peel oil?

IFRA 51st Amendment does not list a specific restriction standard for bitter-orange peel oil itself; the practical obligations are (1) fragrance-safety assessment of the finished formula per IFRA Code of Practice, and (2) phototoxicity care for citrus peel oils — expressed citrus oils carry furocoumarin/phototoxicity guidance, while steam-distilled zhike oil contains only low furocoumarin levels (distillation keeps the non-volatile photosensitisers out of the oil), which should be confirmed by GC for the batch if the formula is used in leave-on sun-exposed products.

EU allergen labelling (cosmetics, (EC) 1223/2009 Annex III) applies downstream for the declared fragrance allergens in the oil — principally d-limonene and linalool, and usually citral, geraniol and others present at reportable levels: individual allergen ≥0.001% leave-on / ≥0.01% rinse-off, mixtures 0.01%/0.1%. G4S provides an IFRA/EU allergen quantification statement per batch on request.
