What IFRA restrictions and allergen declarations apply to this tea tree oil?

Tea tree oil contains fragrance allergens that must be declared above EU labeling thresholds, and IFRA restricts its use in cosmetics due to skin-sensitization risk. The EU also limits it to 1% in leave-on products.
