Is this oil REACH-compliant for import into the EU?

As a naturally occurring substance of botanical origin that is not chemically modified, the oil falls under the natural-substance exemption of EU REACH (Regulation EC 1907/2006) — it is not a phase-in substance requiring registration for import into the EU market.
