Can this green mandarin oil be used in food and flavouring — what are the compliance rules?

Yes. Green mandarin oil is a permitted food flavouring substance under GB 29938-2020 and GB 2760-2024 in China, GRAS under FDA 21 CFR §182.20 / FEMA 3043 in the USA, and accepted as a flavouring substance in the EU flavouring register. It is used at low flavouring-use levels — typically tens to a few hundred ppm in the finished food.
